Forrester opened his account for the season from the spot in the 53rd minute after Sam Parkin had inexplicably handled Matt Hamshaw's corner.
Chris Martin had given the Hatters the lead just four minutes earlier, collecting Asa Hall's pass and working space in the penalty area before firing low into the bottom corner from 15 yards.
Luton had created the better chances in the first half with captain Kevin Nicholls seeing a curling 20th-minute effort come back off the upright and Hall, Martin, Parkin and Lewis Emanuel all going close.
Myles Weston offered the biggest threat for the visitors and the winger's lightening pace saw him beat Michael Spillane in the 71st minute, only to fire wide from 16 yards.
Parkin twice came close to atoning for his earlier handball but failed to convert two headed chances in the final 10 minutes.
